it does but you HAVE to extract it from winrar and you have to run setup and then you can just do the regular application from then on.

Nope, doesn't work. I extracted everything and ran setup. It says "Cannot download the application. The application is missing required files. Contact application vendor for assistance."

1. Dont use the Publish, decompile it then go to C:/My Documents/Visual (Version)/Projects/(Your Project)/(Your Project)/bin/debug

Then use the .exe in there.

2. Your codes are incorrect, see it it making the computer look for YOUR program files. So use "Process.Start({Program}.exe)" This way it will search for that program (You need to include it with your program) and then open it.
