1. an xbox 360 development is an xbox specially made from xbox for testing and debugging video games capable of running unsigned executables

2. with debugging you can see full stats to know how a game is running, generally used in production of a game

3. microsoft made them to play unsigned executables, that way you dont need to have your game verified by them everytime you wish to play it. and has an extra plugin installed into the nand to allow for memory access

4. really depends, some cheap ones that are banned from partnetnet, and almost garanteed to get rrod you can get for around $300 but for a really good one you will be expecting to pay around $600 - $1500

5. theres is no requirements for a xdk, you use them how you want really however to get them legally you have to be a official game developer for a company signed by mircosoft.

if your just planning on modding i would highly recommend a jtag cause they are retails that have been modded to run unsigned code to let you mod games. as well they average about $300 for a good one of them, and cheap ones around $100

Unless you're a programmer, I would HIGHLY suggest that you get a JTAG instead. They're much cheaper because they don't have all of the extra features which only programmers would ever use.
