I posted this on XboxMB and TTG, so I decided to post it here as well. It allows you to edit your campaign progress, set the difficulty at which you beat the missions, unlock skulls, change your armor, change your emblem, and unlock achievements.

It stores all of the game data that's tied to your profile. So, for example, your campaign completion, armor data, emblem data, and achievement data are stored there. This program allows you to edit it and change those values to whatever you want.

No, actually it was given out to everyone by 343 regardless of if you get all the vidmasters or not.

Deleted my post. I was so used to telling people no, I forgot it can now actually be done. (But you have to do it onlne, otherwise the game will turn it off).
