You're never going to get GTA IV on max settings. Game is optimised like shit.

It's not all about the processor. If you have low ram your computer will suck. Same with a graphics card.

Yes, it will. I was able to max out H2V on my old Dell that had a single core Pentium 4.

I don't see how not having a SSD could bottleneck my graphics card. Things will just take longer to load. Anyway, I'll get a SSD eventually.
