If you're aiming for third person, it's fairly simple to figure out. First of all, you want to inject the ODST tag (I know for a fact there's one in the campaign map named citadel) to whichever map you want to play as an ODST on. Afterward, you need to go into the matg tag and scroll down to "Player Representation." Afterward, you need to switch the third person unit to the ODST biped for whichever species you want to replace (objects\characters\masterchief\masterchief for spartans and objects\characters\elite\elite_sp for elites). Then, save your modded map move your map onto the Xbox, either replacing the original or setting up a new map by changing up mapinfos and such (it's easier to just replace if you're not sure how to do the second thing). Afterward, set your species to whichever one you replaced and load the map. You can use vehicles or poke third person on weapons for the effect.

 

Optional: Replace the camera trak in the odst bipd tag so that it is camera\biped_support_camera instead of camera\biped_follow_camera to get a third person camera more similar to elites and spartans.

 

If you want to do the first person hands and body too though... You might wanna look into gamecheat13's helljumper map (swap species to elite for it to work) to figure out how he injected them from ODST and got them working because I imagine it wasn't simple.

for odst to halo 3 tags

 

you need to open the injected odst tag that you added to a halo 3 map (with assembly) whilst having the same tag open from halo odst opened in a odst map. You are gonna have to brute force it, meaning copy all the data from the odst tag in the odst map to the tag from odst that's in a halo 3 map. This is because when the tag is injected into halo 3, due to the engine differences, the data isn't copied properly at all.
