[Description]

Artifact Effect Perk replaces the Extra Effect Perk. Simply, it enables adding three enchantments on the item instead of default two.

Ya but in the PC version I use Skyrim Community Uncapper by Elys to slow down the enchanting level rate quite a bit so for me its alot of work in its self just to get enchanting up to the high enough level to even use that top perk
