I think when looking into this a while back M$ stated in a interview with some UK magazine that they have not current plans on releasing H3 on Steam.

Microsoft said they currently don;t have any plans to release Halo 3 on PC. However, the could easily be saying this as a sort of disclaimer. They could (and just might be) working on getting Halo 3 onto the PC. If it does get release, Microsoft can just say that they later on made plans to put it on PC. If they can't get the game on PC, then no harm done. They didn't say 'yes' or 'no'. They pretty much said 'maybe'.

I doubt it will be on steam, the way they worded that bit makes it seem like they are developing the game, but no plans for steam.

if anything i would expect to see it on games for windows live, I also don't see them doing much for hard copy's they will probably do a digital release, Halo 2 for windows vista had issues with the cd keys, i was one of the unfortunate few that had to sit on the phone for 2 hours to end up getting a different cd key, some issue with their software activation program.

Hard copies of games nowadays (with steam at least) consist of a digital key and installation media you don't even have to use because of the key. A Steam release would be awesome. 

It's probably not gonna happen though, as MS won't just let GFWL die a quiet death.
