Thanks for your replyes , no the quest don't start and i have no other save , i started only once and i have about 230 hours of gameplay... maybe i find a way..

really ?? what a pity! maybe you know this bug : exterior of solitude is in flame and when i try to enter solitude a have a message saying i have to defend the town but this can't be true because i'm on ulfric's side and ulfirc stands near solitude and in the same time he is in windhelm !!

yes i'm sure i have all the requirements but i have a buggy quest solitude is no more on the map maybe it's related i tryed to remove all add on except official one (dawnguard heartfire and dragonborn
